The National Association of Industrial Bankers, the Utah Bankers Association, and the Nevada Bankers Association welcome the opportunity to respond to RIN 3064-ZA48. We appreciate the FDIC’s ongoing support in improving the transparency, timing, and consistency of the current application process. We also appreciate the FDIC's desire to address the historic decline in de novo bank formations. The formation of new banks helps to preserve the vitality of the community banking sector, fill critical gaps that exist in local banking markets, and provide credit access to consumers who are often overlooked or underserved by other financial institutions.
