Frank Pignanelli
Frank R. Pignanelli is the executive director of the National Association of Industrial Bankers (NAIB) and its affiliate organization, the Utah Association of Financial Services (UAFS). Pignanelli is the managing partner of Foxley & Pignanelli, a Utah-based firm specializing in government relations and public affairs. Foxley & Pignanelli has represented these trade associations since 1998.
Pignanelli served in the Utah House of Representatives from 1986 to 1996, and as Minority Leader from 1990 to 1996. A graduate of the University of Utah (BA History, 1981) and the University of Utah College of Law (JD, 1984), Pignanelli was active in general litigation until 1993, when he was appointed Vice President and General Counsel of Blue Cross Blue Shield of Utah. In 1997, Pignanelli cofounded the public affairs law firm Foxley & Pignanelli.
Since he was appointed executive director of NAIB in 2006, Pignanelli has provided a variety of services to the industrial bank community, including government relations, legal services, public affairs, and administrative support. Pignanelli coordinates NAIB interactions with members of Congress, federal and state banking agencies, state officials, trade associations, the media, and various academic experts.
Pignanelli is the longest-serving member of the Utah Symphony | Utah Opera’s Board of Trustees. In 2023, he was honored by the Utah Taxpayers Association with the “Exemplary Taxpayer Service Award.” He served as President of the Alta Club, Utah’s historic business and social club, in 2025.
Additionally, Pignanelli is a featured Opinion Page Columnist on political activities for the state of Utah’s largest daily newspaper, the Deseret News. He is a frequent speaker and political commentator for various civic and business gatherings.
